AMAN Dialogue 2025: Pakistan’s New Strategic Initiative

The oceans are a shared heritage of humanity, and their resources are becoming increasingly vital to the world. As geopolitics gives way to geo-economics, the security of global seaborne trade and energy routes has gained unprecedented importance. Maintaining the free and uninterrupted use of the world’s oceans has become crucial for the security and sustenance of maritime nations.

The Indian Ocean Region (IOR), which borders 38 littoral states including Pakistan, is a strategically significant yet politically volatile area. The region faces a range of challenges, from traditional security threats to non-traditional ones like climate change, maritime pollution, and disruptions to Sea Lines of Communication. These multifaceted issues have broadened the scope of maritime security, forcing nations to reevaluate their policies and force structures.

Pakistan’s Collaborative Approach to Maritime Security

As a major maritime state heavily dependent on the Indian Ocean, Pakistan recognizes that no single country can address the complex challenges alone. Therefore, Pakistan has actively pursued a collaborative approach to maritime security, becoming a key member of initiatives like Combined Task Force (CTF) 150 and CTF 151 since 2004 and 2009, respectively.

Fostering Regional Cooperation

The Pakistan Navy’s flagship initiative is the biennial AMAN naval exercise, first held in 2007. AMAN brings together a diverse array of naval forces, including from the Gulf Cooperation Council, NATO, and the Shanghai Cooperation Organization, creating a unique apolitical setting for cooperation. The exercise focuses on fostering safe and sustainable maritime procedures, sharing experiences, and collectively addressing regional threats.

Expanding the Scope with AMAN Dialogue

Building on the success of the AMAN exercise, the Pakistan Navy has announced the introduction of the ‘AMAN DIALOGUE’ at the next iteration, AMAN-25, scheduled for February 2025. This forum will bring together naval chiefs, coast guard leaders, security organizations, maritime experts, academia, think tanks, and media from over 60 countries to collectively address pressing maritime issues through discussions and the exchange of ideas.

Strengthening Pakistan’s Geopolitical Standing

The AMAN initiative, including the traditional exercise and the new AMAN Dialogue, highlights Pakistan’s pivotal role in shaping regional and international maritime security dynamics. By facilitating dialogue among global maritime stakeholders, Pakistan aims to strengthen its geopolitical standing and commitment to global peace and stability.
