What is “Bedir” Memorandum of Understanding
Defense Industry Cooperation: Türkiye – Qatar – Pakistan – Indonesia
Provided below is additional information regarding the “Bedir” Memorandum of Understanding (MoU), signed in Doha to foster cooperation in the defense industry among Türkiye, Qatar, Pakistan, and Indonesia. On behalf of Türkiye, the MoU was signed by the Minister of National Defense, Yaşar Güler, and the President of the Defense Industry Agency, Prof. Dr. Haluk Görgün.
Bedir: A Cooperation Model Ready for Immediate Implementation
The Bedir Memorandum of Understanding is more than a mere statement of intent or a basic agreement; it is a cooperation model with clearly defined mechanisms and operational systems, designed to become functional immediately upon signing. The four nations will undertake joint projects in areas such as joint production, technology sharing, research and development, and technical military training within the defense sector.

A Two-Tiered Decision-Making Mechanism
Under the terms of the MoU, the process—from the identification of projects to their implementation—will be managed through two distinct bodies:
- Executive Board: Responsible for identifying the joint projects to be carried out among the four nations.
- Strategic Board: Responsible for establishing the timelines for these projects and granting final approval.
This structure clearly defines roles—who determines the projects, who provides approval, and how the schedule is managed—thereby mapping out the entire path from project inception to field deployment.
The Bedir Memorandum of Understanding establishes an optimal framework for the implementation of defense and aerospace projects among the signatory nations. Concrete outcomes are expected to be unveiled to the public in the near future.
Turkey’s Position
With the systems it has developed in recent years—all of which are “combat-proven” in the field—Turkey stands as one of the most formidable actors within this four-nation framework. The Turkish defense industry is expected to secure the largest share of these joint projects. Turkey’s approach goes beyond merely supplying products; it transcends traditional “off-the-shelf” procurement models by embracing a philosophy of “producing together, developing together, and growing stronger together”—a strategy that also fosters the human capital and industrial infrastructure of partner nations.
The Turkish Defense Industry in Numbers
- Driven by strategies focused on mass production and exports—which gained significant momentum following the appointment of Prof. Dr. Haluk Görgün as President of Defense Industries—the defense sector achieved over $30 billion in exports between 2023 and 2026. This figure accounts for more than 55% of the sector’s total exports over the preceding 14 years.
- In 2025, exports surged by 48%, surpassing the $10 billion mark.
- For the first time, exports exceeded $11 billion over a 12-month period.
Multilateral collaborations like “Bedir” (meaning “full moon”) aim to elevate this momentum by strengthening joint production and technology development capabilities.
Strategic Significance
A robust defense industry serves as a guarantor of regional security and stability. The name “Bedir”—signifying a “full moon”—symbolizes the convergence of the complementary capabilities of four nations onto a single, unified platform for cooperation. The Memorandum of Understanding is a concrete indicator of the goal to build enduring capabilities with friendly and fraternal nations, as well as a reflection of the stage reached by Turkey’s defense industry diplomacy.
