Taiwan Plans to Acquire Paladin Howitzers

Taiwan Plans to Acquire Paladin Howitzers

Taiwan’s Army is undertaking a significant restructuring of its artillery modernization program, with a renewed focus on long-range precision strike capabilities. The strategic adjustment includes plans to acquire the advanced M109A7 Paladin self-propelled howitzers while expanding its High Mobility Artillery Rocket System (HIMARS) fleet.

Evolution of the Ruiting Project

The original “Ruiting Project” envisioned the procurement of 40 M109A6 self-propelled howitzers at a cost of $560 million (TWD 17.2 billion) between 2020 and 2024. However, evolving cross-strait security dynamics and updated military assessments have prompted a strategic realignment towards asymmetric warfare capabilities.

HIMARS Integration Progress

Under the “Honglei Project,” Taiwan has made substantial progress in acquiring HIMARS systems. The procurement encompasses a total of 29 systems, with the first delivery of 11 units already received. The remaining 18 units are expected to arrive by the end of 2026. These systems are capable of executing precision strikes at ranges of up to 300 kilometers, significantly enhancing Taiwan’s long-range strike capabilities.

Transition to M109A7 Paladin

The decision to pursue M109A7 Paladin procurement comes with several strategic advantages. By integrating with existing U.S. Army contracts, Taiwan can achieve greater cost efficiency while accessing the latest artillery technology. The M109A7 offers enhanced mobility, survivability, and firepower capabilities, featuring upgraded electronics and a redesigned chassis. The planned delivery is set to commence after 2026, aligning with Taiwan’s long-term defense modernization strategy.

Strategic Context and Rationale

The procurement strategy reflects Taiwan’s response to regional security challenges. This approach emphasizes countering China’s southeastern coastal military presence through the implementation of asymmetric defense capabilities. The initiative also addresses the necessary modernization of Taiwan’s aging M109A2 and A5 howitzer fleet while enhancing long-range precision strike capabilities. The strategy closely aligns with U.S. military recommendations for Taiwan’s defense posture.

Future Defense Implications

Taiwan’s artillery modernization program represents a comprehensive approach to strengthening its defense capabilities. The program focuses on developing robust long-range strike capabilities and integrating advanced weapon systems. This modernization effort enhances deterrence against regional threats while upgrading existing artillery infrastructure and strengthening asymmetric warfare capabilities. The combined procurement of HIMARS and M109A7 Paladin systems demonstrates Taiwan’s commitment to maintaining a modern, capable defense force while adapting to evolving security challenges in the Taiwan Strait region.

Modernization Timeline

The phased implementation of these systems ensures a gradual enhancement of Taiwan’s artillery capabilities. The current phase focuses on the integration of delivered HIMARS systems, while the ongoing phase will see the completion of HIMARS deliveries by 2026. The future phase will introduce the M109A7 Paladins after 2026. This comprehensive modernization effort signifies Taiwan’s long-term commitment to maintaining credible defense capabilities while adapting to changing strategic requirements in the region.
