KF-21 Could Enter Competition for New Philippine Fighter Jet
Korea Aerospace Industries (KAI) has entered the competition for the Philippines’ defense project to procure multi-role fighters, as tensions continue to escalate in the South China Sea. This development adds a new dimension to the ongoing rivalry between Lockheed Martin’s F-16 and Saab’s JAS39 Gripen for the contract.
Recent Developments
The Manila administration recently issued a request for information (RFI) about twin-engine aircraft, prompting KAI to prepare a response for its KF-21 fighter jet. KAI Vice President Shin Dong-hak confirmed the company’s intention to participate in the bidding process.
The KF-21 Boramae
The KF-21, also known as Boramae (meaning “fighting hawk” in Korean), is a 4.5-generation fighter jet developed by South Korea. It represents the country’s second domestic fighter jet development program, following the successful FA-50 light attacker. Key points about the KF-21 include:
- First test flight conducted in mid-2022
- Mass production initiated in early July 2024
- First unit expected to be delivered to the Republic of Korea Air Force in late 2026

Philippines’ Defense Procurement
The Philippines has already purchased and operates 12 FA-50 light attackers from KAI and plans to acquire 12 more. The country’s interest in more advanced fighter jets stems from ongoing territorial disputes in the South China Sea, particularly with China.
Besides the Philippines, KAI is also in discussions with an unnamed Gulf country regarding the KF-21. The company has previously exported 24 T-50 advanced jet trainers to Iraq, demonstrating its growing presence in the international defense market.
Strategic Implications
The potential sale of KF-21 fighters to the Philippines could significantly boost both countries’ military capabilities and strategic positions in the region. For South Korea, it represents an opportunity to expand its defense industry’s global footprint and showcase its technological advancements.
As tensions persist in the South China Sea, the Philippines’ move to enhance its air force capabilities with advanced fighters like the KF-21 could alter the regional balance of power and potentially influence future territorial disputes.
